PURPOSE
=======
The purpose of the JADE sessions is to monitor the plate motion and 
the local crustal movement around Japan. 
In 2003 fiscal year, JADE session will be carried out once a month.

Automatic scheduling setup: 
   optimize for uniform sky coverage at all stations,
   maximize the number of observations,
   minimize slewing time, 
   minimize time between scans, 
   consider the top 30% of ranked scans for selection, 
   consider the last 4 hour of scans for sky coverage calculations,
   minimum 30 min between scans on the same source.
